It was only in the RoF saga since Tagoma was killed on the ship in the movie. During the saga (I think episode 20 or 21), Freeza chose Tagoma as his training partner. The training involved beating up Tagoma every day for the next four months and he went from Zarbon tier to way stronger than Piccolo!
The joke was just about Yamcha coming up with the same idea for Goku to keep beating him up so he'll get stronger. It was during the preparation for the cyborgs because Yamcha wanted to help out but it would take him too long to train. The ending was about Choatzu also coming up with the same idea and had Tien beat up for a few years. It was abrupt though and would've made more sense if it showed him killing Buu.
Of course I don't think the humans could get anywhere close to that level. I think they probably maxed out between 100,000 and a few million at most.

The end is quite abrupt, stopping at Chaoz loading his dodonpa. Is there a end missing?
