Thanks :D. Yeah I think the balanced universe stuff was only made up for Battle of Gods. In the manga, we just knew that the Kais and Kaioshin watch over the universe and that was all. Toriyama changed his mind many years later and decided to turn them into Gods of Creation and create a God of Destruction that destroys planets at random to keep something in the universe balanced. Did the Kais and Kaioshin create all life in the universe or only some races and others evolved on their own? Do the Kaioshin also watch for super novas and meteors destroying planets so they can quickly replace them and keep the universe balanced? Maybe this needs more explaining. The original role they had in the manga was simple. I don't see the point in retconning something to make it more complicated and confusing.

As for Tarble, I wasn't a big fan of him and the long lost sibling concept. I think it was enough with Raditz and at least he was a driving force during that saga. Now Vegeta and Bulma have newly revealed siblings.
I guess an in-universe explanation is that Tarble never had a reason to leave his wife's home planet. Abo and Cado would be working for Kuriza so they couldn't conquer any planets or go on a manhunt.
